torch.cuda.is_available()がFalseになってしまう

実現したいこと

python上でCUDAとCUDNNを利用した簡単なプログラムを実行したいのですが苦戦中で試行錯誤しています。

前提

python上にて下記を実行すると以下の結果となってしまっています。

import torch
torch.cuda.is_available()
False

nvcc --versionやnvidia-smiで確認した限り正しくインストールされているように見えるのですが何か考えられる原因はありますでしょうか。
