VNC ViewerでラズパイZERO WHにアクセスできない

実現したいこと

発生している問題・エラーメッセージ

VNC ViewerでIPアドレスを入力して接続しようとすると、
The connection was refused by the computer
と出てくる

わかっていること

VNCサーバーサービスは実行されている
VNCサーバーがログを生成していない
ファイアウォールは無効になっている
Libmmal.soのライブラリがない

これまで普通に接続出来ていたのが、OSを2023.10.10の32bit版にした瞬間出来なくなりました。
