Redmineインストール後設定のrake aborted! No Rakefile found が解決できない

↑ここまで来て
「rake aborted! No Rakefile found」
が解決できません。
Rakefileというのはどうやって作成すればよいのでしょうか？

※普段html、CSS、Wordpressしか触っていない、プログラミング未経験のものです、
仕事でRedmineいれたく、勉強もかねて担当しました。
なので、ターミナルからVPSから何から何まで全く理解していませんが
そんな状態でするのが間違い、などの回答は控えていただけると嬉しいです・・・すみません

上記を実行したい

試したこと

色々調べているとvar/www/redmineのなかにRakefileがあるはずとのことですが、
現在ないようです。
redmineで ls -lをすると以下
ls -l

bundlerからrbenvのバージョンやらなにやらいろいろインストールしなおしたりバージョンを変えてみたりRedmineをインストールしなおしてみたりしましたがダメでした。

Rakefileはどこにあるんでしょうか？

補足情報（FW/ツールのバージョンなど）

さくらVPS　：仮想3Core
/
2GB メモリ
/
SSD 200GB

OS：CentOS 9 stream

ターミナル：RLogin

データベース：Maria DB

rbenv : 2.5.9
redmine : 4.0
bundler: 2.4.22
その他こまごまとインストールした者たちは大体updateで最新にしました。
rvenbだけ、Gemfileの関係のエラーで2.7.0未満にしなさいと出て、

↑を見て2.5.9にしています
バージョン関係もよくわかっていません。
